Overview

Developers in the Information Systems Division of the Vermont Department of Taxes are actively developing Free / Open Source Software for Modernized eFile. All of the results of development (programs, documentation, source code, software designs, etc) will be made publicly available through this site. The goal is to build a generic Modernized eFile gateway that can be re-used by many states to retrieve, store and view eFile submissions. Returns Processing (RP) functionality will be developed by each state. Development is being done in the Java programming language.

Current Status

Vermont has developed a proof of concept application to fetch and store submissions via web services using password authentication. A submission viewer has been created as well. Several ancillary applications have been developed for tasks such as scanning binary attachments for viruses and providing a simple MeF server for testing the proof of concept MeF client application. Currently, the developers are awaiting access to the IRS test system to continue development of the login module. This should happen within the next few weeks.

Future Plans

The following plan gives is a rough timeline and direction we think the project will take over the next month or two.

  • Continue developing a module for Strong Authentication. (1 week)
  • Based on experience developing the proof of concept, design the real thing. (3 days)
  • Write the Code for the web service client. (2 weeks)
  • Document, Test and Validate. (1 week)
  • Release a preliminary version of the client code.
  • Enchance the MeF viewer with some style sheets once the state schemas are finalized.
  • Gather user feedback and continue development.
